Monica Aleman Gibbs for Three Valleys Municipal Water District, Division 3.

“The world is changing, and so is our water.

Everyone deserves complete confidence in the safety and sustainability of the water flowing into their homes. At the Three Valleys Municipal Water District, my priority will always be transparent oversight and protecting our precious water resources from contamination.

Now is the time to act—to protect our water supply, keep rates affordable, invest in local sources, and plan for tomorrow. “

Meet Monica

Some of my earliest and fondest memories are of summer road trips with my family in our Ford station wagon. I remember sitting in the back seat, barely tall enough to see out the window, looking up at wide-open skies as we made our way up the California coast to visit family. My father always made a point of teaching us about the places we visited, whether we were stopping in a small town, visiting a historic mission, or exploring a state park. The trips were about more than seeing new places. They gave me an early appreciation for California’s natural resources, like water.

As a native of Southern California, I am a born conservationist whose passion for protecting our right to clean accessible water has been shaped by a history of regional droughts. I believe we have a responsibility to care for the places we have inherited so that future generations can experience them, too.

I chose to put down roots in the San Gabriel Valley 17 years ago, a place that has become home to me. I attended local schools, and I am a graduate of Citrus College and Azusa Pacific University in Glendora. And I met my husband, Tanner Gibbs, in San Dimas.

For the past five years, we have made the communities of Claremont, La Verne, and Pomona our home. It is where we are raising, Penny, our beagle. This is the community I know and love, and am proud to call home. I want to help preserve what makes it special while planning responsibly for the generations to come.

I know how important it is to protect and plan for the water resources our communities depend on.

Monica’s Top Priorities

Invest in Infrastructure & Water Quality

As your representative, I will focus on expanding groundwater storage capacity and investing proactively in maintenance and treatment systems to guarantee clean, safe, reliable, and affordable tap water for every household.

Reliable, Drought-Resistant Water Supply

I will prioritize diversifying our water supply with local sources like recycled water and expanding creative storage solutions, while forging partnerships with member agencies to ensure we can sustainably serve our residents, schools, and businesses.

Deliver Transparency & Accountability

You shouldn't need a degree in water management to understand how water is delivered and billed to your household. I will advocate for clear communication and open decisions. I’m here to listen to our community and ensure your tax dollars are managed responsibly.
